Twenty-twos turn an abstraction into a functioning thing with rooms and staff and a maintenance schedule. They are patient at scale, and unusually unbothered by long timelines.
Where a four builds well, a twenty-two builds institutionally — and accepts that the work will outlast their involvement in it.

Building before the plan is honest, then carrying the whole weight rather than admitting the flaw in public.
The other risk is scale for its own sake: a bigger version of something that should have stayed small.
